FAR 12.603 establishes a "combined synopsis/solicitation" procedure designed to expedite the acquisition of commercial products and services. This process reduces procurement lead time by merging the required public notice (synopsis) and the actual solicitation into a single document.
Key Rules
- Single Document: This procedure combines the FAR 5.203 synopsis and the solicitation, meaning a separate written solicitation document is not issued.
- Prohibition of SF 1449: The Standard Form 1449 is explicitly not used for issuing the solicitation when utilizing this combined method.
- Mandatory Statement: The description must include a specific statement clarifying that the announcement constitutes the only solicitation and that proposals are being requested.
- Clause Incorporation: The solicitation must state the applicability of the core commercial clauses: 52.212-1 (Instructions), 52.212-3 (Representations/Certifications), 52.212-4 (Terms and Conditions), and 52.212-5 (Statutory Requirements), along with 52.212-2 (Evaluation) if applicable.
- Compressed Timeline: Because the notice and solicitation are simultaneous, the contracting officer does not need to wait the standard 15 days after a synopsis to issue the solicitation.
- Required Content: The notice must define the solicitation type (IFB, RFQ, or RFP), NAICS codes, set-asides, CLIN structures, delivery schedules, and evaluation criteria.
