Quality assurance surveillance plans

Overview

This section establishes that the standards for quality assurance surveillance plans (QASPs) are governed by FAR subpart 46.4 and outlines the two primary methods for their development.

Key Rules

  • Cross-Reference: Comprehensive requirements for quality assurance and QASPs are located in FAR subpart 46.4.
  • Preparation Responsibility: The Government is responsible for the final plan, but it may choose to prepare the QASP internally.
  • Offeror Involvement: The Government may require offerors to submit a proposed QASP as part of their solicitation response to be used as a draft or consideration for the Government's final version.

Practical Implications

  • Contractors should be prepared to propose performance metrics and surveillance methods during the bidding process if the solicitation mandates a draft QASP.
  • This flexibility allows the Government to leverage industry expertise to determine the most effective ways to monitor complex service requirements.
