This section establishes the federal government’s policy to recognize the validity of contractor team arrangements (CTAs), provided that the participating companies maintain full transparency regarding their relationships.

Key Rules

  • Recognition of Validity: The government acknowledges the integrity of CTAs and will not typically interfere with or discourage their formation.
  • Mandatory Disclosure: Recognition is conditional upon the full disclosure of all company relationships and the identification of the arrangement within the offer.
  • Timing of Disclosure: If a teaming arrangement is formed after an offer has been submitted, it must be disclosed to the government before the arrangement becomes effective.
  • Non-Interference: Under normal circumstances, the government will not require or encourage the dissolution of these established team arrangements.

  • Contractors must ensure that teaming agreements are finalized and clearly documented in their proposals to avoid eligibility issues or loss of government recognition.
