Identifying the PIID and supplementary PIID

Overview

This section prescribes the mandatory requirements for identifying and linking Procurement Instrument Identifiers (PIIDs) and supplementary PIIDs across all solicitation and contract documentation. It ensures that every procurement action is uniquely identified and properly associated with its parent contract, agreement, or solicitation for tracking and reporting purposes.

Key Rules

  • Solicitations and Amendments: Every solicitation must have a PIID; amendments to those solicitations must use a supplementary PIID in conjunction with the original solicitation PIID.
  • Layered Identification for Orders:
    • Delivery/Task Orders: Must identify both the order-specific PIID and the base contract PIID (e.g., IDIQ, GWAC, or MAS).
    • BPA/BOA Orders: Must identify the order PIID and the agreement PIID.
    • GSA Schedule (Subpart 8.4) BPAs: Orders against these require a three-tiered identification: the order PIID, the BPA PIID, and the underlying MAS contract PIID.
  • Modifications: Modifications to any contract or order must be identified by a supplementary PIID used in conjunction with the PIID of the instrument being modified.
  • Administrative Separation: Any additional agency-specific identification used for internal administrative purposes must be clearly separated and distinguished from the official PIID.
  • Form Flexibility: If standard forms or electronic systems lack specific fields for these identifiers, placement is determined by individual agency procedures.

Practical Implications

  • Traceability: These rules establish a rigid audit trail that allows the government and contractors to track the lifecycle of a procurement from the initial solicitation through various orders and modifications.
  • System Interoperability: Consistent PIID usage is critical for the integration of federal procurement data systems (like FPDS and SAM), ensuring that spend and performance data are accurately attributed to the correct parent instruments.
